Tom Carpenter, Esq., recently founded and serves as the executive director of Hanford Challenge, an organization dedicated to helping create a future for Hanford that secures worker and public health and safety, advances accountability, and promotes a sustainable environmental and economic legacy. Hanford Challenge is building on the work of the Nuclear Oversight Program of the Government Accountability Project (GAP) which Carpenter directed starting in 1992. Prior to that, he was legal counsel with GAP in the Washington D.C. office overseeing Department of Energy (DOE) activities since 1985. GAP is a private, nonprofit public interest group whose mission includes whistleblower protection and furthering government accountability through representation of employees who expose fraud, waste, abuse and threat to public health and safety or the environment.

At Hanford, Carpenter has represented several high profile whistleblowers since 1988, and he has represented whistleblowers at the Fernald site, Rocky Flats, Savannah River, Mound Facility, Los Alamos National Laboratory, Albuquerque, and Oak Ridge. In addition, he has represented employees in the commercial nuclear industry including those at Comanche Peak, Diablo Canyon and Midland Nuclear Plants. Prior to joining GAP, Carpenter was the founder and organizer of a citizens’ group, the Cincinnati Alliance for Responsible Energy, where he worked on energy issues from 1978-1983 and also served on the Mayor’s Environmental Advisory Council for the City of Cincinnati for three years.

He has several published works in the legal field including one in the Federal Facilities Law Journal regarding DOE Whistleblowers. Holding a J.D. degree from Antioch Law School in Washington D.C, and a Masters in Organization Design and Renewal from Seattle University, he was a founding member of the Hanford Joint Council and served on the Council during its full eight year tenure as an alternative dispute resolution process for employees with significant concerns regarding health, safety, and environmental issues at Hanford.
