Rich Higgins is currently assigned as the WRPS QA Manager.
Higgins is a veteran of 21 years in the U.S. Navy Nuclear Power Program. He served 10 years as an enlisted Machinist Mate, achieving the rank of Chief Petty Office (E-7), and 11 years as a commissioned officer, achieving rank of Lieutenant Commander (O-4). Higgins' primary duties were reactor plant and ship operations and maintenance on submarines and surface ships. He also served as Commanding Officer of a floating drydock.
In addition, Higgins has 20 years experience as a DOE contractor, including senior management experience at Rocky Flats (EG&G - 1991-1995), Mound (EG&G and B&W – 1995-2002), Oak Ridge (Energy Solutions – 2008-2010), and Hanford (CH2M HILL – 2002-2008 and WRPS – 2010 to Present). His experience includes nuclear facility management, maintenance, work planning, D&D, quality assurance, radiological controls, and ES&H management. He was the CH2M HILL VP for ESH&Q responsible for developing the corrective action plan to improve the Industrial Hygiene program training and staffing to support increased IH exposure controls in response to the tank vapor concerns in mid 2000’s.
Higgins has a
B. S. in Technology from the University of the State of New York, Albany, NY, and an
MBA in Organizational Leadership from Findlay University in Findlay, OH.
