1. What is the first step when an employee goes to the Council for help?

An employee that brings a concern to the Council gets an opportunity, usually within a few days, in a private setting, away from supervisors, co-workers, or other site personnel, to describe their concern with the staff and neutral chair or vice-chair of the Council who will advise the employee whether or not the Council can help, and how the process will work. The employee retains the choice of whether to go further in the Council process or not.
