10. Do employees need lawyers to assist them in the Council process? 

No. The Council process is not a “court of law” proceeding where a lawyer is needed to navigate the course, to protect clients’ rights, etc. Employees may have a lawyer assist or advise them with the Council process, but it is not necessary. This is a carefully structured, but informal, mediation process.
