13. Can employees seek resolution of concerns anonymously?

Unfortunately not. The Council protects the identity of the employee during the initial investigation, but once the Council agrees to take a case, it cannot investigate and engage in meaningful mediation without the employee’s identity being known. However, the stabilization actions the Council takes will, in most instances, protect the employee from retaliation, and care is taken to only inform those who need to know in order to carry out the assessment or stabilization actions. Even then, most factors in the case are not discussed outside of the Council.
